About us

Norwich City Services are responsible for key operational delivery and maintenance of Norwich city's streets, parks and properties by utilising all of the services that our environmental and building repairs teams have to offer.
 
We locally employ over 300 people with plans of continuous growth, aligned with high aspirations of excellent service delivery. Additionally, we also cater for various private businesses and residents across the city.
 

NCSL's mission is to deliver efficient and effective environmental and building maintenance services, always putting the customer first, protecting the quality of the environment while embracing our company values and behaviours to enhance the lives of the Norwich community.

Careers

Norwich City Services Ltd (NCSL) was established by Norwich City Council in April 2021 and provide services on behalf of the city council.

These include:

  • Environmental services (arboriculture, street cleansing, cleaning, grounds maintenance, cemeteries and burials, park management, pest control, graffiti removal)
  • Building repairs and maintenance

The company currently has around 300 employees, some of which are office based but the majority are out in the city carrying out operational duties. 

The head office for the company is based on Hurricane Way, Airport Industrial Estate in Norwich.

NCSL are proud to be delivering environmental services on behalf of Norwich City Council, its residents and visitors. Our employees share this passion of making a difference to local people’s lives and making Norwich a safe and enjoyable place to be.

Pay
NCSL is committed to paying and promoting the real living wage which is defined as a level of income required to maintain a safe, decent standard of living and the ability to save for future needs. The minimum hourly rate of pay for all jobs within NSCL meets the real living wage rate for outside of London, details can be found on the Living Wage Foundation website.

Living Wage
Norwich City Services Limited is an accredited Living Wage Employer. 

The real Living Wage is higher than the government’s minimum (National Living Wage) and is an independently calculated hourly rate of pay that is based on the actual cost of living. 

Over 8000 organisations, including NCSL, voluntarily choose to pay the real Living Wage because we believe that a hard day’s work deserves a fair day’s pay.

Pension scheme
All employees are eligible to join the Creative Pension Trust occupational pension scheme. This scheme is provided by Creative Benefits through a salary sacrifice arrangement, a highly efficient method of making pension contributions. As a result, employees agree to exchange some salary as pension contributions which results in paying reduced national insurance contributions. Employees who meet the qualifying criteria will be auto enrolled. Employee's contributions are 5% of salary; NCSL contribute 5% employers contribution.

Annual leave
Paid holiday entitlement starts at 23 days per annum in addition to the 8 public holidays. This is pro rata for part-time employees.

Work-life balance - flexible employment
In the majority of our service areas we operate flexible working hours to carry out duties during a range of hours. This is subject to the business needs of each individual service. 

We also offer a variety of flexible working arrangements, enabling eligible employees to apply to change the way they work:

  • You can apply for any position advertised (unless otherwise stated) on a full-time or part-time basis.
  • We are also open to requests for term time or annualised hours working arrangements.
  • Compressed working hours (this allows you to work your total weekly hours over fewer working days).

All of the above are subject to the needs of the company and to the agreement between the manager of the service and the employee, taking into account the circumstances of that particular job.

Sickness
Following completing of a successful probation period, if you are unwell you are entitled to occupational sick pay of 8 weeks at full pay, followed by 8 weeks at half pay.

Family friendly policies
NCSL operates not only a maternity support leave scheme, paternity leave and an adoption leave but also has policies for parental leave and time off for care of dependants, which may be taken in specific circumstances.

Health and wellbeing
NCSL supports its employees through the provision of occupational health and employee assistance support. The occupational health contract enables us to support employees with health issues that are affecting their attendance and work, this may be through reasonable adjustments or the provision of specialist equipment.

Through the employee assistance programme we provide confidential support, counselling and legal or financial information to employees relating to work or personal issues. Family members over the age of 16 years living in the same household can also access the service.

Learning and development
All new employees will undertake an induction programme at the start of their employment. We invest in our employees offering great training and development opportunities, gaining experience from within the company, learning on the job or through formal training opportunities.
